Maybe years upon years upon years ago, when the women needed to be preserved above the men for 'next generation' reasons. If he doesnt, he does not have any financial obligations nor any right to the child at all. He 'signs it away'. Of course, that does bring up the issue of whether the child is adequately cared for.
