I'm from Britain so I haven't got first hand knowledge either. It's rare here too except with Jewish and muslims, i'd have thought.

There isn't a traditional strong positive correlation between The Daily Mail and the truth. Nor are we disappointed with this 'news' story of theirs. I have looked at Hansard and the various versions of the Crime and Policing bill but can find nothing to give it any credit. Funny old world eh?

In England & Wales, at least, if the debt was judged to be something unrelated to the marriage then it would not be considered part of the finances to be resolved. So something like if one of the spouses were to have a gambling problem and built up debt through that, this would be such an example.
