I work at a charity... it's a commercial exercise and is heavily involved in taxation. The reasons tax dollars go where they do is often contingent on where large NFPs invest.

Women who are victims of domestic abuse are also commonly cut off from financial resources and are commonly(in the short term) stuck without access to housing, childcare and employment. This is obviously not semantically exclusive to women but in the overwhelming majority of cases like this, women are the ones most in need of emergency or short term financial aid.
