I have no proof, but also no doubt, that the original phrase was "children and PREGNANT women first". But there's no way to know for sure if a woman is pregnant or not, so it just became "women".

Well in the beginning the same thing happened to junkies: we assumed they were doing it on purpose. Now they are considered as normal people who happen to suffer a mental illness. Maybe things will change in the future, who knows. ​ I wonder if having your own children changes anything.. although I know some of them even abuse their own offspring, so no idea what's going on in those little broken heads.

This comes from the old days when it was crucial for some nations to have as many children as possible. The most valuable lives were therefore those of children, and also fertile women because someone had to make more children and take care of them.
