It's not just because it's the norm. Since it is the accepted norm for the man to propose and it's a once in a lifetime event, the fact that she has to do it means he has to go out of his way to NOT do it. He is implicitly saying that he doesn't want to do it and out of desperate measures, the woman does it to guarantee herself the commitment. She can express her commitment without having to propose.
