It's up to the environment. For example, at a bar, the proactive style works better than the "wait and see" one when you are on your own or with other guys looking for hook ups. If you have friends who aren't there for the girls, the "wait and see" works. Girls will see a group of guys having fun and will approach if they find one to be "a cutie". In other environments, I say go for the proactive.

For the first one (the date thing), I would go with "Wow, I didn't even mention going on a date? I need to go but I would like to talk about - that thing you like-". For the second one ("I don't give number"), smile and say: "You're right, I could call you to advertise some boring product. Still, you seemed nice, I need to go but I would like to talk about - that thing you like- so how will I contact you?" Both with a smile, the second one is a little more flirty and cocky.

I think she's having fun texting you, is kind of a funny tease. I'm not a psychologist but it seems she's not really interested in meeting you. She may be shy but the "I guess she's the fun twin" is like she's not interested in showing you she's fun. I have found that women prefer a balance. They don't want a drama everything every time they talk to you but neither they want a close guy to whom talking is like talking to a psychologist. Women have their nurturing side so expressing your feelings once in a while is good.
