Maybe there is a student transferred to a new school who had witnessed a school shooting, or witnessed a shooting at home, or saw some form of traumatic incident due to a gun. So when they are around them, they get panic attacks, or are completely afraid of the situation. Same reason a lot of soldiers coming home with PTSD don't want to be around guns, because they experiences something that makes them uneasy. It is not pathologizing being male, is is saying "there will be no toy guns in school and if you break the rules, regardless of gender, you will get in trouble." Just because boys are more likely to get into a physical fight rather than a verbal one like girls at school, doesn't meant they should have leeway because they are boys and are more likely to be physical rather than verbal. If there were cases of girls playing with gun toys and not getting in trouble, but the boys were, that would be a men's rights issue.
