Just someone familiar with the cases interpreting the Fourth Amendment. Under existing case law the Fourth Amendment bars cops from demanding identifying information from a passenger at a traffic stop in the absence of a reasonable articulable suspicion that the passenger has committed, is committing, or is about to commit a crime. They can generally ask, but the passenger is not required to provide it. Unfortunately there are too many cops who believe otherwise.

She didn't have any warrants and gave her information, though not required to as it was a traffic stop and she wasn't driving. Cop didn't like her tone and decided to jerk her around.

Because the cop didn't like her tone of voice and decided to teach her a lesson.

The cop didn't like the way she was being spoken to and decided to teach her a lesson. The name thing was just the handiest excuse.

Giving a false name generally is. Refusing or running away generally cannot be criminal in the United States unless the cop has at least sufficient legal grounds to detain you.

You can kill a man, but you can't kill an idea.
