1	I’m a woman with “anxiety and mental issues” therefore I don’t need to comply with police... gets comically dragged from car. Well thats just not true, sure, if you’re causing a disturbance no matter what, you run the risk of having your collar felt, but the fact remains you can be arrested for simply saying words that somebody else finds to be obscene. As far as for being outright offensive as in your scenario, that would make you a massive dick, but still I disagree in that it should be arrestable, for who is to decide? Nah, in UK we have the freedom of expression but as you say there are ways, a lot of ways, in which that that doesnt apply ( and not in a fire in a crowded theatre sense), therefore we have no freedom of speech in a 1st ammedment vein.
