It has no effect if you're not ugly, don't stink or dirty. I'm a programmer in a startUp, so always in T-Shirt and jeans (I'm 6"1 and fit). I attend many Tech events, and I meet a lot of finance/HR people in suits. The reactions are always positive, as I engage with these people and talk with them about my field, and my passion shows. It's the confidence and the way you're comfortable in your skin that makes them like you. I always end up with tens of visit cards and emails afterward.

Sign up to meetup.com, and join groups with shared interests. I have plenty of friends, but sometimes, they are not available for a weekend travel or to chill in a Thursday afterword. I just look up any meet up, and go there. Met many awesome people.

I worked with someone people like this, in my previous company, he is rather a pathological liar than a Machiavellian. This works for everyone , not only women. The less you need people the more they like you, even if you're a nice guy, because people know that you don't have agendas. Heck, even when you ask directly people are more responsive than when you turn around the bush.

I'm also a programmer, I get you. Even though I'm an extrovert, sometimes when I get struck in a project for 3 weeks , with no contact with other people outside work, I lose some socialization. But, what I do is just invite my two closed friends to a coffee or something, catch up a little and things get better. Try talking via skype or phone with you friends, and practice again.
