She’s saying that women choose not to ride because they feel it is dangerous. She’s not wrong but her argument is kind of weird. As a strong advocate for better cycling infrastructure, I can tell you that women are very much underrepresented as cyclists in countries like the US. The US has only recently started investing in dedicated cycling infrastructure, and as a result cycling is often seen as dangerous or macho. Many women find it unappealing. I don’t know what point she’s trying to make regarding equality but safe cycling infrastructure encourages all kinds of people to ride.
