No that's not correct. The 7% figure is when you compare the earnings of men and women with similar experience, in similar roles with similar work history. Basically taking into account all factors that could effect wages. Some people have proposed that the 7% unexplained wage gap is due to men being more willing to negotiate for higher pay.

Hmm I'm not sure. They have whats called designated groups in the act. 1) women 2) black 3)Asian/Indian which are preffered for employment. So perhaps if the employees you bring from overseas are part of a designated group then you won't go against the act.
