The idea that prosecuting the accuser would deter others from coming forward with actual stories of rape and abuse is ludicrous. But the idea that it might deter other false accusers from coming forward has some merit. I still think she should be punished somehow but, regretfully, I can see an 'eye for an eye' prison sentence for her scaring away others who lied to get their victim locked up. The thing is... I do think men are treated a lot harsher in this kind of thing than women, but comparing initial charges to final outcome is still a false equivalency.
