Cup size, as opposed to weight, is something that the person has very limited control over - same as height in a man. So height for men and cup size for women both belong to the category of primary evident characteristics used to judge the attractiveness of a person, which the person has little control over. It's easy to have a dramatic, but meaningless, increase if you're working with small numbers. Over 160 per 100000 people die of heart diseases each year in the USA. Going by your logic, the increase in male suicide rate is "dramatic, but meaningless" as well, since it's such a "small number".

I see now, the missing bit of information to draw the conclusion is from the article and not mentioned in YM's comment at all. Adding the "US holds 30% of world female prisoners" to the antecedents makes the conclusion logical, that the US female incarceration rate is higher than (namely 6/5 of) the world average female incarceration rate.
