It's really not. You know the govt can track how food stamps get used, right? How do you think a SNAP card can deny you at the register for pet food but allow ground beef? The women's collective bargaining agreement chose to receive a lower pay with the trade off being that they receive a salary regardless of whether or not they play in games.
