My problem with this is that it tackles a relatively arbitrary symptom (skin color) and not the root causes such as poverty. Of course I'd like to eradicate poverty. One might do outreach work about muggings and house burglaries in schools in hotspots for those crimes for instance. Tonsilitis, infected wisdom teeth, probably others. However those generally only have a surgical intervention after a problem has shown up, not usually as a preventative. There are a few exceptions.
