That depends. Did the wife go into the marriage agreeing that by marrying her husband she was consenting to sex anytime he wanted it? Did she make that decision on her own, without pressure from her husband one way or the other? If so, then I suppose neither party would consider it rape. However, if one party just happens to personally believe that marriage=consent, but never discusses it with their spouse before marriage, then it's unfair to assume that the spouse feel the same way.
