Yes the father or even the parents of the father can request it but it has to be approuved by a judge of family affaires ( I dont know if thats the english name for it but that's how we call it here in France). No it does not. The article dates from 2009, there was a case some years ago (in 2018 if I remember correctly) which changed this. Now anyone can contest the filiation of a child who has an interest to it, but it is up to the judge to decide whether he will give his permission to it or not.
