You may still be right, I was only 14 at the time so it may have been a privately organised thing between my step-dad and my mother.

I also live in New Zealand, and for 2 years of my life me and my mother only saw one of my brothers during supervised access visits at Barnardo's every fortnight (I fucking hate that place with a passion because of the staff at the particular one we went to). My mother was in a custody dispute case and during that time that was all we were allowed to see of him. So yeah, it is entirely possible that it is unrelated to the case.

I've dealt with many Kiwi cops and have found them to be quite friendly and pleasant to deal with, and so has most of my friends and family, what kind of imaginary national negativity towards the cops are you trying to convey?

This is New Zealand, and here it's much harder to sue than over in the US, he still might have a chance though (if he tries)

but he is still unable to see his daughters unsupervised. That might have something to do with him being separated from their mother and less with the case.

You can kill a man, but you can't kill an idea.
