Separating "red flag" from "emblems of anarchy/disloyalty", they would have very shaky grounds to stand on if you fought back in court if they ticketed you for a red flag. If someone is raped and reports it, and there is not enough evidence (if any at all) to convict or even indict the defendant, then the person may in turn be accused of falsely accusing rape. EXCEPT THAT ISN'T HOW IT WORKS! False rape charges can only be brought up if they can prove that the person knowingly falsified the rape charge. You cannot be held responsible for a lack of evidence.
