Its common sense and a little bit of women behavior (they talk). Universities are pretty big so maybe word doesn't spread as fast but offend the wrong one and youll have campus security looking for your ass. It just depends how you act really, spread out your approaches and be respectful.

It's better if you see a person you're interested in at one location several times (school, church, work). That way you can ease from small talk to asking for the number as you warm up to each other. For a quick "I probably might not see you again" approach, anywhere is also fine. At bars you just go up and talk to her, gauge if she's interested.
