they need to remove the money withdrawal option first and then put limits on what things it can and can't be used for. they can do it with food benefit cards so it should be possible with the support card. it'll create an electrical record of every transaction just as it does with food stamp benefits (I'm imagining this is true outside of where I am in New York, if not, it should be!) in any those incidences, any sort of attempted misuse would be prevented.
