In my opinion it's just the reality of single mothers, so often they use their children as bargaining chips. Many also view their children with contempt as they prevented them from reaching their "potential". I think it would be naive to think of threatening the children's well-being as a rare case or special circumstance, personally I think it is just the reality of a large percentage of the broken families lives.

I have no idea about the third world, but I think there is a disconnect between who gets arrested and what actually happens to people everyday. From my own life experience I have witnessed far more examples of woman being physically abusive with their spouses, children, and friends, than I have ever seen with men. Which leads me to believe that often times men snap and do an excessive crime and get arrested while women are more mildly physically abusive but do so more often.
