19	Woman drags dog that does not belong to her behind her scooter until paws bled. Cops have confronted her and not press charges on her. Said with a smile to a person who confronted her "Shit happens". She deserves to be publically shamed instead of hiding behind blurred images of her face. This is disgusting and her blatant carelessness shows sooo much in itself. After she stopped, she comtined to drag the puppy to the side of the road.
