Not really... Carrying identification isn't required in the US, unless driving or during air travel. Communicating with an officer isn't required in the US. Only half of states require you to provide identification when being detained. So if this situation happened in the United States, in one of the 26 states where you don't have to present ID when detained, ignoring the fact that many states don't allow for issuing seat belt violations without another citation, you would justify the escalation…
