Yes. If he had said: "the accusations were completely unfounded" or "I had never seen the woman before" or "the woman misinterpreted my actions" or "the woman had a grudge against me" then I would assume he was innocent. It's not that he said the evidence against him was good. It's that he said it was bad, then gave examples of evidence that sounded good. It's as if he doesn't realize that he sexually harassed someone.

Something that happened outside of work still counts towards sexual harassment, and "half-truths" implies that there is some truth to the accusation. What I do know is that the accusations are based on "half-truths" and "things that took place outside of work." That sounds like an admission of guilt, to me.
