My favourite line for this exact situation is to cold approach and say jokingly with a smile on your face “Are you going to keep staring at me or were you planning to come say hi eventually”. She’ll laugh, and if she’s with a friend they will laugh too. Simply introduce yourself and find out her name and number/Snapchat. Works EVERY time.
