play with her a little bit, "Sorry you couldn't come with us you missed out on an awesome time" and give it some time, let her initiate conversation. Next time you go out to do something invite her along "hey we're going to x in a little bit, want to join?" The important thing is to show her you can have a good time, with or without her. If she's with you, she'll have a better time than if she weren't with you.

Sometimes they'll try to play hard to get on the first ask, normally I give 3 chances. 1st one: Okay maybe she wasn't able to join me 2nd time: Okay this is getting a little fishy, maybe we just have bad luck. 3rd time: Okay this girl is actively trying to avoid me. At that point you cut contact and move on to the next girl.

Do you like to rock climb? Go do it, talk to the people that also like to rock climb. They will invite you to go do other things and unless you're actively trying not to meet new people then you will eventually have to talk to someone else. Maybe one of those new people is a girl you might be interested in.

Find a hobby, meet people that do the same hobby. Eventually you will branch out from those friends.

I'm still new to the PUA thing, but I believe it's how you said it and not what you actually said. While talking to girls I usually try to make myself sound confident. Think of your best friend and how you talk to them. Now just imagine this girl you are talking to is them and boom, you'll sound confident. One thing I was told before it's not what you say, it's how you say it.
