You're definitely expected to tip the server. What happend in this situation is ridiculous and you should be happy with any tip amount. But you really should tip, a lot of people in the service industry rely on tips for most of their income. Maybe that seems unfair to you, but if there wasn't tipping, the cost of the service would need to go up to be able to compensate the workers.
