Nah when he went to put her in cuffs he was arresting her. It would have been smarter to call for immediate backup when he found the drugs. I suspect the officer behaved the way he did for fear of being accused of being a racist. Unfortunately that accusation is sometimes used as a weapon against police officers even when they do nothing racist or inappropriate. You are correct on all points except the lady is not a victim of anyone but herself. She knows what will happen if she is caught with drugs yet she chooses to carry them anyway. I agree that the war on drugs is BS, but in no way is this lady a victim. Police brutality would likely be reduced along with murders if we ended the war on drugs. A huge proportion of murders are a result of gang activities which are often drug related.

If drugs were not illegal, that officer would not have been shot and would not have had to fire on a civilian. Our idiotic war on drugs is an abject failure like all prohibitions are. It sounds like the new test is tougher than the old one. The Army obviously wants to improve the fitness of their soldiers. If women or men cannot meet the new standards then too bad. The test is doing exactly what it was designed to do which is increase the physical fitness of all soldiers.

Choosing to do a dangerous job doesn’t mean you shouldn’t try to maximize your safety. If the windows are tinted it absolutely could make sense to have them opened so you can see into the vehicle especially if there are passengers. You can refuse a reasonable request if you like, but don’t be surprised if things escalate and you end up out of your vehicle.

In some states you are required to provide identification if an officer believes a crime has been, is being, or is about to be committed. If there is no reasonable suspicion then no you don’t have to identify yourself. As for rolling the window down it depends on the jurisdiction. You do have to roll the window down enough to communicate and pass documents.
