Thank God I am done with the clusterfuck known as child support. Edit. One third of the payment goes to the state?! In Ohio I paid the ordered support + 2%. The 2% went to the state.

In Ohio the child support agency can debit from a checking account. I signed up for that option, and it took them 2 years to start pulling money out of my checking account. Also the agency sends me out a "statement" monthly. The "statement" has a payment coupon at the bottom. Doesnt that make it a bill?

I would recommend using certified mail with return receipt as the communication method. Law has a way of not being in sync with technology. Also she could claim never to have gotten the text/email, with the return receipt you have proof that she got it.
