It should be done when they are young, before they reach puberty. I think this about sums up the justification for circumcising a child in the Muslim faith. Foreskin restoration is possible currently. Also, unless you have hair growing near the top of your dick then that hair is perfectly normal. As a matter, it is. I can only masturbate the head of the penis; the rest is just a hairy mess that only irritates my hand.
