Arrest's are on the record to prevent the government from "dissapearing" someone. Charging them is where you actually are taking them to court. Conviction is when it's proved you did it.

But it's interesting that the Civil War is literally the only one of those that was necessary to ensure to survival of the United States, and even that is arguable based on your definition of "survival". You cannot have equality with out equity since we all have such varied backgrounds and innate social inequalities.
