Cisgender is easier to say and it's easier to make phrases using that word, but if you prefer to say "not transgender" that is your choice. So if you were born with a penis and you consider yourself a man, you are cisgender (and you can be as feminine as you want, so long as you consider yourself a man you are cisgender).
