Basically, it goes in order of most urgent care. If the elderly woman looks like she’s going to collapse at any moment, then give her the seat. If the pregnant woman is about to go into labor, then give her the seat. If the woman with the broken leg is there because it’s a very recent injury, then give her 3 seats if you can’t call and wait for an ambulance. If all three are happening, then at least 5 people have to give up their seats and call an ambulance.
