It's a term used for both actions. One being an earlier stage of another, in my opinion. Avoiding the govt is the first step, because they are the creators and protectors of this flawed system. I am assuming that by "older", you mean of elderly status. If so, take a look at our culture. It's quite rare to find a grown man or woman who will bother taking care of their elderly parent. Instead, it's easier to toss them in the retirement center a few towns away and visit them once a month. Same. I don't consume, unless it's a special occasion. Personally, I don't anymore because I recognize that out of all the substances I've consumed or indulged in my life, alcohol (by far) played the biggest role in negatively affecting my decision making abilities. 4 years dry over here. (To be fair, at my age, I've generally cut out all substance use because "been there, done that, had fun, move on". The only one I still use (and will continue to) is marijuana.)
