Probably not dumb. This is just like unambiguous videos that show police officers killing people. Police look us in the eye and say, who are you going to believe, me or your lying eyes. This woman is blatantly lying in the face of unambiguous evidence because it works. It probably has worked for her many times in the past.

A lot of us have temporarily lost a child. Most of us would react badly if we thought someone had taken them. Scumbags would continue to attack the good samaritan after the police have explained how they were only trying to help. These parents are probably the same in other situations in life. Just scumbags that blame others for their own bad judgement.

My point still stands. If they were bigger, bad temperament would be bred out because of the danger. Chihuahuas are as you say bred to be small but at the same time because they are small their temperament is not seen as much of a problem. Bad dogs are not put down and bad temperament is passed on.

I kind of lied above. We have one pure chihuahua and two pug/chihuahua mix. That probably makes us the worst of the worst.

I'm not an expert but I believe you are only partially correct. Small dogs are more aggressive because they are bred that way. If a large dog acted like a chihuahua, they wouldn't reach breeding age near as often. You would put down a large dog with anger issues. We have three chihuahuas. They are by far the most argumentative dogs we have ever had. We have never had large dogs growl at us like our chihuahuas have. Believe me we tried to train them like we would have any other dog. Nothing works…

I know that this is just a side issue but really, why would someone push the coat on the floor? As a male, I know this would start a fight, especially in a bar.
