I think lessons for everyone on treating everyone with respect would go a long way. No. Courts can still get that information if there is a suspicion of exonerating information being there. It puts a stop to "turn over your phone so we can see what kind of girl (or guy) you are." I have seen a patient with fixed delusions of psychiatrists and police conspiring to steal her (nonexistent) baby, and another convinced she was a child of Satan. Could be the diagnosis was incorrect in those cases though. I agree, the woman in the OP acted immorally, and I have no evidence to say how ill she was at the time. Her victim was justified in pressing for the prosecution regardless.

Depends, she could have been full-on deluded when making the allegations, I.e. the allegations were false but she absolutely believed them. I'd rather believe something like this could happen through illness and sheer bad luck, rather than intentional malice on her part.

Worse, it also has a substantial false negative rate (a normal test does not definitively exclude prostate cancer), which is about the worst thing a screening test could do.
