OP, I would say definitely don’t initiate. Maybe you can playfully tease in a way that will prompt him to get his act together and make a move. Let us know what ends up happening though. I dated a similar guy, not as HV though, who rarely touched me aside from hugging. Also 9 dates or so in 2 months and it didn’t work out. I don’t think he was that into me, at least he didn’t make it clear

See I was told to act like it’s nbd. Reply “no problem” and let him reach out again. If he asks for a second date, then tell him on the date in person what my standards are. Should I say something now via text or wait and see what he does? Since he’s “busy” right now I probably will get a bunch of excuses and I don’t see someone stepping up immediately in the next couple of days

Not your problem anymore. I was in the same boat girl. My guy had exs who he loved and I couldn’t imagine what was wrong with me. Because the alternative is getting dumped by him eventually or wasting more time until the semester is over and realizing that a relationship was never in the cards.
