I agree with OP. Bars closing early changes the type of approach you need. Knowing you don't have much time or (lack of) space to mingle, the flirtation can be pushed to be stronger and quicker even if it only involves eye contact and a number close. It's almost like you get a free pass to skip a lot of the talking to gain rapport and make her laugh before exchanging numbers.

You have to step out of your comfort zone. Covid has created even additional challenges I know but there simply is no other way. I've managed to meet girls at bars inspire of the distancing. You have to get creative. The way I did it is I make eye contact. Wave and smile, the usual. In sign language indicate that you want to talk or call. Point to the door. Go outside. Exchange numbers. Maybe a bit different for a girl and you have to rely on the guy to be more creative here but it is possible.

Ye it has been a challenge in social settings. I've been going to the beach which has been good for meeting people. If you live close to a beach. Otherwise try volunteering activities.

In my experience each girl is different. Try to figure out what works for her and keep it consistent with intervals of doing something else. A trick I used to to tell her to hold your hand and when you do something she likes she just squeezes your hand.
