For instance, if culturally women are required to go home for kids, and staying home harms the chances of being a CEO, then this is a problem that needs to be culturally addressed. You may not consider that to be discrimination, but it is--why aren't the men staying home. In many foreign countries it's close to 50%) there is a problem. As long as 50% of CEOs are not women, there is a problem. We have certainly not addressed everything that should be addressed. When you see a lopsided system, something caused it even if that something is not entirely obvious.
