Most drugs are produced in South America and most of it is smuggled into America. There is nowhere near as much made in Europe, considering it's not as easy to export from South America to Europe with drugs. The state profits from drugs, just as much as the cartels does. The war on drugs is really just a war about who should control the drugs, the cartels or the government.
