8	Q4Women: What policies would you pass that will incentivize men into favoring marriage? People at the bottom of the economic spectrum are the ones who need marriage the most though. It's not going to be the 30 year old executive who's going to be struggling if she's a single mother, it's the woman working retail. Families at the bottom need both a mother and a father working just to survive, and if marriage rates continue to decline, the state is going to have to bear the responsibility for the absent father.
