Without more information, Get more information then. investigators couldn't prove the cat was killed in a cruel manner, I wasn't aware that shooting a cat in the head with an arrow in a backyard is considered an approved method. I would think it should be done in a controlled environment, like a vet's office. Also, if they can't prove that if was killed in a cruel manner, they can't prove that it was killed in an humane manner either.

Once they determine where she was, it would take even less effort to look up the laws based on shooting a cat in the head with an arrow.
