I'm a Sys Admin too and it sounds like you need a change of environment. Your current company is dicking you around, holding out a carrot to keep you there. If it was me, I'd goto the new place. Ask about them paying for any certs you do want to pursue. And if it doesn't work out, start looking for another place. Don't settle, always be increasing your value with certs because that's what justifies an increasing paycheck.
