It was about the transfer of power from a more conservative to a more liberal group of the same power-hungry authoritarians, both of which are eager to exercise their power against dissenting citizens and ideals. I believe Rule 1 implicitly suggests that bullying and any form of harm to white people or men are allowed, or even encouraged since they are done in the context of “oppressed” castes performing what is basically “revenge”, even to people who have not done anything wrong. TL;DR: Bullying (people not protected by the rule) is a natural consequence of Rule 1, and is therefore encouraged by the Admins.
