BMI is a horrible metric because there are plenty people who are above average weight due to bulking up. There are creams or less invasive surgeries ( preputioplasty ) that can deal with it. Some doctors just rush straight for the circumcision because it's cheaper. I'm not saying this was your case, but ''medically needed circumcision'' is actually extremely rare.
