I think a lot of the times, showing interest is confused for basic niceties, and vice versa, so although someone showing interest will be very obvious to one person, another may view it as basic kindness.

Imo, there is no way to know whether a girl is into you unless you ask her on a date. I’ve heard people say that “If you have to ask whether she’s into you or just being nice, she’s not into you. It would be obvious if she was into you.” This isn’t true imo.
