0	If You Say So I stand somewhat corrected. But consider this - if you're loosening the definition of sexual assault, would you not expect to see the rates rise? So if the rates aren't rising, and the definition is looser, perhaps the rates would be falling if the definition had remained the same. A stretch, I understand.
