Basically many women who know their rapist, or are at a disadvantage to the rapist (think boss employee, rich versus poor) think that the charge won't be believed. In their not so sensible post rape mindset, the idea of being persecuted if the rapist gets off or if they are not believed is already there. Rape is as much a mental crime as a physical crime and depending on class, personality, and other factors many women can have the idea of "they'll never believe me". This especially occurs in rapes where the victim knows the rapist.
